Fixes #5872
Switch markdown-link-check GH action to use linkspector. The gaurav-nelson/github-action-markdown-link-check which we were previously using was retired and umbrelladocs/action-linkspector is the suggested replacement. This did catch an issue that was previously undetected in the vulnerability-reporting doc.
